Who We Are

HR CLEAN, the recycling and litter prevention education program of the Hampton Roads Planning District Commission (HRPDC), is a regional coalition of local and regional clean community, recycling, and environmental education coordinators who promote litter prevention, recycling, community beautification, and general environmental awareness through educational projects designed to reach all sectors of our communities.

Member localities include the cities of Chesapeake, Franklin, HamptonNewport News, Norfolk, Poquoson, Portsmouth, Southampton, Suffolk, Williamsburg, and Virginia Beach, and the counties of Gloucester, Isle of Wight, James City, Surry, and York.

HR CLEAN is supported by the Southeastern Public Service Authority and the Virginia Peninsula Public Service Authority.

Several HR CLEAN member communities are also members of the Virginia Recycling Association and Keep America Beautiful, Inc. and participate in national activities like the Great American Cleanup Campaign.

HR CLEAN projects include:

  • HR3 Mini-Grant Program
  • Public awareness campaigns promoting waste reduction, litter control, and proper waste management
  • Workplace Recycling Education
  • Community cleanups including Clean the Bay Day, the International Coastal Cleanup, Great American Cleanup, and the various Adopt-Hampton Roads cleanups.
  • Special recycling program information for such items as computer/electronics and telephone books
  • Promotion of the statewide litter prevention campaign: "Litter It Just Isn't Natural"
  • Environmental Conferences
  • And much, much more

In addition to these programs, HR CLEAN has served as a professional support group and networking resource for its members. Meeting monthly, each representative shares information, ideas and upcoming events with the group. The results are more effective and efficient programs at the local level and throughout the region.
